The New Galactic Roman Empire
The New Galactic Roman Empire (NGRE) is the second largest Dominion in the galaxy. The NGRE was established 200 years after the the United Solar States (USS) in the aftermath of the of the Thanasian Revolt. The Thanasian System was renamed into the Central Roman System by the revolutionaries, who declared themselves an independent Solar System. The NGRE quickly developed into a highly organized military power and branched out in the early centuries of the galaxy, quickly depleting their stores of Zelta before they discovered Promethia-1b, a planet rich in the resource.
The NGRE is ruled by the Emperor who is advised by the Senatus Imperii Dominiorum. The NGRE does not enforce a governmental structure on its planets, instead each planet is assigned a Proconsul Planetarius or Legatus Mundi to govern the planet as they see fit. These individuals can create any desired structure of government on the planets they control, provided they follow the orders of the Emperor.

The Unified Human Policy
Shortly after its formation, the NGRE expressed concerns about the genetic divergence of humanity across the galaxy over time. It was decided that such divergence would eventually result in internal conflict between different diverging races of humanity. Additionally, concerns about the stability of the empire from differing cultures or politics were a significant concern. To resolve this the NGRE instituted the Unified Human Policy.
The Unified Human Policy is a forced intermingling of populations of humans across the different planets under the Dominion of the NGRE. Each planet under the NGRE has to randomly select one to one-thousand random families, based on the population and environmental selection pressure of the planet, to be redistributed to random populated locations on different planets. Doing so maintains a fixation index in the millionths of a percent. Selected families are forced to move regardless of their circumstances, but are provided incredible financial privileges for doing so. For those with little reason to stay on their current planet, this represents a golden ticket to a better life.
Of course, the Unified Human Policy has its negative consequences. Some families are removed from their generational homes and those who already live a comfortable life are less in need of the financial benefits. Some planets are inhospitable to "transfers", either because of discrimination, a hostile environment, or a vastly different cultural way of life. Regardless, the NGRE has no plans to cease the policy and transferred families are required to maintain their primary residence on their new planet for life.
