The Union of Solar States
The Union of Solar States (U.S.S) is the most powerful Dominion of the Milky Way Galaxy. It began approximately thousand years ago when the Planetary Alliance of Earth (P.A.E) decided to create the first Dominional Government. The U.S.S runs an incredibly complex and now slow moving Dominional Bureaucracy. The form of government is a Republic, led by the Dominionial Senate as a legislative body and the Presidential Executive Minister as the executive body. The U.S.S has maintained ever single level of government from its creation. It maintains Mayors at the city level, Governors at the state level, Presidents and Prime Ministers at the national Level, and Planetary Overheads at the planetary level.

The U.S.S Planetary Adaptation Project
Shortly after the discovery of Omenpath and it's hostile environment, the U.S.S began the Planetary Adaptation Project. The goal of the Project was to generate humans with competitive survival advantages on the various planets they discovered. The initial proposal was simple, offer generous payment to young individuals with certain desirable genetic traits to have children. To encourage descendants of early volunteers to continue participating, payments increased the later in a generation an individual was. Detractors of the project argued, that even if participation was voluntary, the project violated the dignity of human life and would result in rampant abuse as the U.S.S could not possible police every planet participating in the program.
Unfortunately, the detractors were correct. Many individuals were essentially forced into the program. Most often, individuals were forced into the program as planets created social environments where descendants of early volunteers could not earn enough to survive without continuing the program. Further controversy stemmed from the age requirements, to get payments, individuals were required to have children before the age of twenty five (25) with the hope of accelerating natural selection quickly. Studies suggested the average age of childbirth among participants of the program was only twenty (20) years old. Finally, despite being forbidden to do so, many planets illegally conducted genetic manipulation on unborn children in order to generate more success.
The situation started poorly and continued to get worse over time. After two-hundred (200) years, the Vote to Repeal the Planetary Adaptation Project was introduced to the Dominional Senate. After another two-hundred (200) years of debate, the resolution passed. The program was abruptly ended, but not before producing multiple new races of humans. Some quickly dissolved, others continue with genetic disadvantages, others, like the Violoids, are left in an uncomfortable state, being primarily suited for life on a single planet.
